The average slave owner had seven slaves in Trinidad, as compared to 24 in Tobago. Virginia had already seceded, but Lincoln could not afford to lose the next slave state to the north, Maryland. There was considerable interaction between white colonists with indentured or free blacks before 1660 and even afterwards.
